The beginning
The game of pools spread among the population of our country at the beginning of the last century and by the middle of its third decade, its practice had been consolidated in such a way that numerous people participated in it and significant amounts of money were bet continuously, although not There was no legal framework that regulated the obligations and rights of the participants, nor, therefore, the possibility of the State controlling such activities or obtaining any benefits derived from their results.
Such events motivated the Legislative Branch to grant, in the law of September 18, 1933 , in favor of the Public Health Administration the exploitation "of all types of bets that are related to the lottery game, being able to carry it out in any way it considers." more convenient . " In successive Decrees, the Executive Branch ordered the system in such a way that the reception and responsibility of the game was entrusted to Agents, although the Administration was originally held subsidiarily responsible for the bets (Dec. of 12/2/1938, Art. 5) .
Once the first Official Agents of Pools were appointed, the different problems derived from the development of the activity began to be appreciated, which were difficult to resolve without an internal order that established cooperation between the Agents instead of an opposition of interests of a very different nature.
Agents AssociationHence, the conviction quickly emerged among the Agents that it was necessary to coordinate efforts for the best fulfillment of their purposes, leading to the founding of the Association of Lottery Agents on July 14, 1939, an entity whose purpose was precisely to unite and coordinate the efforts of its members, welcoming their initiatives and projects that defend all the interests at stake.
Due to the difficulties inherent in the development of the new activity, from which there were no previous experiences to draw inspiration from, and the intense and permanent challenge that competition from illegal activity offered at that time, the idea of creating a cooperative began to take shape. or gaming concentration, as Banking was originally called, with the aim of rationalizing and improving exploitation.
There was, regarding the realization of this idea, an important component of skepticism and uncertainty, since it was necessary to carry out an arduous struggle to depersonalize the activity of the Agents, who until that moment were total administrators of their business and banked their I play individually.
